B – The recipient is not authorized to operate before Customs in Argentina and must turn to Special Representation for Acts of Solidarity at the Ministry of Foreign Relations, International Commerce and Culture, (REDES by its acronym in Spanish) to carry out the donation procedures before Customs and different control entities in Argentina.

1)The donor should contact REDES to inquire about correct procedures to draft the Bill of Landing or Airway Bill of origin.It is recommended that the original Bill of Landing or Airway Bill be printed in Argentina and not at the place of origin in view of delays or possible loss of the same. THE BILL OF LANDING AS WELL AS THE AIRWAY BILL MUST INDICATE AS THE AGENT THE SAME INSTITUTION THAT APPEARS AS THE RECIPIENT IN THE DONATION CERTIFICATE.

2) The donor must draft a donation Certificate, original copy. Since in this case the donor is not authorized to do business at Customs, the REDES representative (Special Representation for Acts of Solidarity at the Foreign Relations, International Commerce and Culture Ministry) shall act as the intermediary in order to receive the donation at Customs and deliver it to the corresponding entity; as specified in the Donation Certificate (See Donation Certificate Model addressed to REDES). This should be done on official letterhead of the donating entity’s official and signed by their representative. The Donation Certificate must be written in Spanish.

3) Goods to be donated.See specifications detailed in point 2 of Section A

4) The donation certificate MUST BE AUTHORIZED BY THIS CONSULATE, who you may address in person or via mail (if you choose the latter, certified mail is recommended). Before sending the certificate, please verify that the address of the donating entity is within the jurisdiction of this Consulate. Jurisdiction
NO photocopies or faxes are accepted: the note must be an original copy.
This procedure is free-of-charge.
If you wish to have the certificate that was authorized by the consulate returned via courier (DHL, FEDEX, etc.) you must send the corresponding pre-paid envelope. Otherwise, the documentation shall be returned via regular mail.

5)  The Consulate returns the authorized certificate to the donor, who should forward it to REDES.

Beyond from the good intentions of the donors to collaborate with the needs of our country, these must not send any donations without previous inquiry and coordination with REDES, in order to avoid inconveniences and unnecessary expenses. For example, the environmental protection laws state that the destruction of items (in any of its forms) that arrive in the country are absolutely prohibited, even if donated, and therefore these will be inevitably and obligatorily sent back to the country of origin at the donors’ expense.
